Fernando "Lasama" de Araujo

Lasama was born on 26 February 1963, in Manutasi, Ainaro District, Timor Leste. Lasama is President of the largest opposition political party in Timor Leste, the Partido Democratico.

At age 12 Lasama witnessed the murders of eighteen of his relatives by invading troops during the early days of Indonesia's invasion of Timor Leste in 1975. From 1975 to 1999 Lasama peacefully worked to inform the world of the human rights violations committed by the Indonesian government against the Timorese people. During the early years of the Indonesian occupation, he lived in the mountains of Timor Leste along with hundreds of thousands of other displaced civilians. Lasama completed High School in Dili and studied literature at the University of Bali from 1985 - 89.

In 1988 Lasama founded RENETIL (Resistencia Nacional dos Estudantes de Timor-Leste) the largest East Timorese student independence movement in Indonesia, as such it was a clandestine political organisation responsible for organising East Timorese students and intellectuals throughout Indonesia and East Timor. Secretary General of RENETIL, 20 June 1988-2000. Branches in Portugal (Direccao Autonoma de RENETIL do Exterior), Australia, England, and Ireland.. Its membership numbered in the thousands.

In November 1991 Lasama was arrested, tortured and imprisoned in Denpasar Bali by Indonesian authorities. Only days earlier Indonesia troops had massacred hundreds of East Timorese students at the Santa Cruz Cemetery in Dili. In September 1992 and as a political prisoner he was found guilty of Òsubversion of the stateÓ by the Indonesian government and was incarcerated in Cipinang Prison, Jakarta, Indonesia - where he joined the leader of the East Timorese resistance - now President of the Democratic Republic of East Timor - Xanana Gusmao. Subsequently, he was named a Prisoner of Conscience by Amnesty International and was awarded the 1992 Reebok Human Rights Award. Due to his imprisonment he was unable to receive the award in person.

With the fall of Indonesian President Suharto and the rise of the Indonesian Reformasi movement Lasama was conditionally released in 1998, being prohibited from engaging in political activities.

In 1999 Lasama was responsible for planning and coordinating the CNRT's (Conselho Nacional Resistencia de Timor-Leste) campaign for independence in Timor Leste before the United Nations conducted Popular Consultation in August, which resulted both in an independence vote - as well as the violent rampage by pro-Indonesian militias and their patrons in the Indonesian security services - resulting in the deaths of thousands and the wholesale destruction of East Timor's infrastructure. Lasama was Head of Social Communications Section (Seccao Comunicacao Social), Comissao de Planeamento e Coordinacao da Campanha (CPCC-CNRT). July-September 1999. As such he was responsible for planning and coordinating the campaign for Independence: Printed Materials (leaflets, posters); Radio (Program Oras To'o Ona -- Radio Timor Kmanek and Radio Republik Indonesia); Television programs (Media Center, Dili); Distribution of campaign information throughout Timor Leste. Lasama was also Director/ Penanggungjawab, Vox Populi (Daily Newspaper during CNRT Campaign for Independence). July 1999. Co-Founder, Talitakum (Weekly Magazine). March 1998. Co-Founder, Lalenok (Weekly Tabloid in Tetun). January 2000.

From late 1999 - 2001 Lasama pursued study and teaching activities at the University of Melbourne only to return to Timor Leste and found the Partido Democratico (PD) in June 2001 under the auspices of the United Nations Transitional Administration of East Timor. In the General Election of August 2001 PD won 8.72% pf the vote, securing 7 seats in the National Parliament, forming the largest Opposition Party to the governing FRETILIN Party. His basis of support comes from the country's youth, who form the country's majority demographic grouping. In October 2001 he was appointed Vice-Minister for Foreign Affairs and Cooperation and served in this post until May 2002, after which he left government. He has since concentrated his efforts on building a strong opposition movement, furthering the democratization of Timor Leste's political institutions and national dialogue. Lasama was re-elected President of PD at the first National Congress held in Dili in September 2006.

Lasama has conducted speaking tours on East Timor's struggle, human rights, environmental and international relations issues around the world and in countries as diverse as Japan, the UK, Ireland, Portugal, USA, Canada, Hong Kong and the Philippines.

Lasama speaks five languages including his native Mambai and Tetum as well as Bahasa Indonesia, Portuguese and English. He lives in Timor Leste's capital, Dili, and is married to Jackie Siapno with one child, a son named Hadomi.

Adriano do Nascimento

Adriano do Nascimento was born in 1971 in Holbelis Suai, and is one of the three Vice Presidents of the Partido Democratico. He received his BA in Education Nusa Cendana University, Kupang in 1997 with a certificate in English. He has undertaken program Design training in Thailand, Leadership training in Indonesia and Local government and Community Coaching in Australia. He has worked for the Catholic Relief Services, Lao Hamutuk and the ANZ Bank Dili. He also acted as a teacher in Suai from 1997-2001.

Do Nascimento won 22.5% of the vote in the 2001 elections for Suai District Representative as part of elections for the Constituent Assembly. In 2000-2001 he was a member of the Suai District Advisory Council. Between 1998-2000 do Nasciamento was a coordinator for the East Timor Student Solidarity Council in Suai in the conduct of the political campaign for the independence of East Timor, liaison between ETSSC National and district, and CNRT and FALINTIL. From 1996-1997 he acted as General Coordinator of the East Timor University Student Association/IMPETTU in Kupang responsible for liaison with other university Student's Associations, coordinating capacity building program for East Timorese University and senior high students in Kupang, Indonesia and raising and managing funds. Furthermore do Nasciamento has led CRS Peace Building team to the CRS Peace building regional technical meeting in Siem Reap Province, Cambodia, 2006; participated in Second Catholic Peace Building Network Conference in Davao City, the Philippines, 2005; participated in regional conference on Global Partnership for Prevention of Armed Conflict in Manila, the Philippines, 2005; led CRS Peace Building team to the CRS Peace building regional technical meeting in Anti polo city, the Philippine, 2005; led CRS Peace Building team to the CRS Peace building regional technical meeting in Mindanao-the Philippine, 2004; participated in Regional workshop on peace education in Medan, Indonesia, 2003; presenter "Community Reconciliation in East Timor" in a five days workshop on reconciliation organized by South East Asia Conflict Study Network in Phnom Penh, Cambodia, 2003; presenter "The Role of Civil Society in Conflict prevention and Peace building in East Timor" in Lesson Learning workshop on peace building in Bali, Indonesia, 2003; panelist in the workshop on Millennium Development Goals organized by UNDP East Timor in Dhaka, Bangladesh, 2003; participated in Conference on Sustainable Development/UN Prep COM in Bali, 2002; co-founder Independent Center for Timor Sea/CIITT, a national Network for Timor Gap issue (maritime boundary, oil and gas revenue and environment); participated in South East Asia Australia Offshore Conference in Darwin Australia, 2002; presenter in a seminar on Timor Gap issue, Darwin Australia; participated in Oil Watch Conference in Bali, 2002; Facilitator La'o Hamutuk's Radio program "Equality program" in Radio Timor Lorosa'e, 2002; testified the killing in Suai to 24 committee on de-colonization hearing in UN Head Quarters, New York, USA 1999; conducted Free East Timor campaign in USA, Ireland, Portugal, Spain and Belgium in 1999; conducted lobby for East Timor Independence with US president's Security Adviser in White House and US Senators, 1999; co-founder of Conflict Management Group, an national NGO which is now called KSI (Kdalak Sulimutu Institute), 1998. Do Nasiamento has published widely on the Timor Sea oil and gas issue. He speaks Buna', Tetun, Portuguese, Bahasa Indonesia and English.

João Boavida

Boavida currently is one of the three Vice-Presidents of Democratic Party elected by the First National Congress held in October 2006 in Dili, Timor-Leste. He is a founding member of PD and a former political prisoner from Baucau District.

During the first years of the Indonesian occupation, he developed a clandestine network in Baucau in support of the Resistance, a fact that led to his arrest and deportation to Atauro Island in 1979. In 1980, the Indonesian Red Barrette Command flew him out of Atauro and made him work for them in Dili and then Baucau, a situation which defied his political belief and which forced him to flee the country for Indonesia in 1981 where he continued his clandestine activities for almost three years. In the end of 1983, he was forced to leave Jakarta for Singapore and then Malaysia and finally settled temporarily in Bangkok, Thailand where he worked with Jesuit Refugee Service for the Cambodian and Vietnamese refugees along the Thai-Cambodian border.

In 1985, he was granted a permanent Australian residence visa and left for Melbourne where he did his undergraduate studies in Political Science at the Melbourne University and Latin American Studies at the La Trobe University. In 1989, he gained a scholarship for Oxford University where he did his post-graduate studies first in Refugee Studies with major in Field Research Methodology and then in Anthropology for which he wrote a thesis titled the Fusion of Religion and Nationalism in East Timor: A Culture in the Making. He spent most of the 90s in Southern African countries where he held different professional positions with a variety of International Non-Government Organizations (INGOs) and UN Agencies including JRS, UNDP, MSF, UNESCO and Oxford University in countries like Malawi, Tanzania, England, Mozambique and Greece.

He returned to East Timor in 1999 where he served as Political Officer for the United Nations Mission in East Timor (UNAMET), Political Advisor for United Nations Office for the Coordination of Humanitarian Aid (OCHA), and Political/Constitutional Affairs Officer and Civic Education Officer for the United Nations Transitional Administration in East Timor (UNTAET) in the UN professional capacity. In the last three years he has worked as Consultant and Country Representative of AUSTCARE, an Australian-based organization, in Dili, Timor-Leste. He also did some part-time lecturing for the Universities of UNDIL and UNTL in Political Science and Development Studies.

A MESSAGE FROM THE PRESIDENT

Excellency Vice-Prime Minister, Dr. Rui Maria de Araœjo Excellency Director of IRI, Mr. John Poepsel Excellency Mr. Mark Harris, Political Affairs of UNOTIL Fellow Presidents of ASDT and PSD parties Fellow District Presidents, Secretary-generals of Democratic Party Coordinators of Sub-districts, Presidents of Districts Democratic Youth, Presidents of Districts Democratic Women, Political Commissioners, Heads of Departments, Members of Democratic Party, and all the guests who are gathering in this place,

We all gather here in today's event called National Conference of the Cadres of Democratic Party during a time where the nation encounters huge problems. Many people have lost their houses, many live under tents, and some have lost their belongings. All people live in fear. And the big numbers of people have lost their lives.

The leaders prefer to call such situation as a situation of crises by maintaining their credibility as authorities. Even though the situation has already deteriorated so much, they continue no to like the fact that the nation has entered into a state of emergency. Central and local governments do not function, Parliament does not carry its mission, PNTL was scattered; some were already involved in crimes, F-FDTL was split, and also many of them were involved in crimes. Ministers and Members of Parliament distributed weapons but the leaders find that the best definition for current situation is a State of Crises. Thousands of people have expressed their opinions through their lamenting but we still have not noticed the leaders at least turn their ear to some of them.

Distinguished guests and the conference participants, the children have the rights to freely live and obtain fresh air, and enjoy their childhood.

In 1999 we were pleased to accept the result of the referendum with the hope that the people had already started their tranquil life, people no longer live in fear, and people will no longer kill each other because the killers have gone back to their country.

We are all once again sad because people were killed due to the insensibility, incapacity, irresponsibility, arrogance and the ambition of those who are in power.

They are insensible because they think that dismissing 596 soldiers was a small problem, insulting people by saying that Òthey are thin, the youths have long hair but they do not wash themÓ was normal, and Òwhy the widows did not marry other menÓ were normal teasing words.

They are incapable because they do not know how to use the money given by friendly people from other countries to the people of Timor-Leste.

They are arrogant because by being in power they think they are the only experts in Timor-Leste, and also they are the ones who have the rights to talk about the lives of the nation, other groups and political parties have no rights to do so because they were the ones who have the legitimacy from 2001 elections.

They are irresponsible because they do not use the wealth of the people for the interest of the people but they used it for buying weapons, many vehicles, creating big offices, using facilities of the nation for the interests of the party, secretary of states receive salaries from people's money for carrying out political party's activities, making PNTL as the party's police, establishing armed wing of the party, intervening the judicial process, etc.

They are ambitious because they want to govern [the nation] for more than 50 years. Perhaps it is due to the fact that it is because of their misbehavior and bad governance, people start losing trust on them, they then chose to terrorize and intimidate people by distributing weapons to civilians. And also they realize that Democratic Party currently has become a threat for their interest and political ambition, then PD should become a scapegoat for all the things they did. They accused PD of being behind in all bad actions which caused the nation being divided due to the 'Loro-Monu and Loro-Sa'e' or 'Kaladi or Firaku' issue, and the case of petitioners. Sometimes, because of being desperate, they accused President of Republic, Church and Embassies in Timor-Leste of provoking the situation which turned into being bad. I would like to state to everyone that Democratic Party will not do politics with the suffering, blood and the lives of people.

All fellow companions, leaders of Democratic Party, as President [of the party], I feel very pleased because we can meet each other today. Along with Vice Presidents, Secretary-General, Vice Secretary-General and also fellows from central board of the party find that, through this conference, which belongs to all boards of Democratic Party from Tutuala up to Oecusse coming to this place by giving hands to each other and showing to those who have bad intention to the nation that the problem of 'Loro-Sa'e -Loro-Monu' was not a historical fact but it was the political fabrication aiming at weakening and diminishing the people of Timor-Leste that they will be able to be in power for years and years. In regards to this difficult situation, Democratic Party has declared many times that Fretilin's administration and the Parliament which the majority of its members are from Fretilin have lost the trust from people since the Parliament itself does not use its competence as enshrined in the Constitution to hold the practice of governance of former Prime Minister Mari Alkatiri's administration accountable. People do not feel any comfort from Mari Alkatiri's administration. During the crises, Parliament had not requested the Government for any accountability. On the contrary, the Parliament stood by the Government's side in trying to find scapegoats.

Democratic Party demands for the establishment of a transitional cabinet under the leadership of President. Such cabinet should be small and the task of the cabinet is to focus only on humanitarian matters such as problems of internal displaces persons, health, justice and stability, and how the internal displaced persons can return home, and prepare for general elections.

These are some parts of Democratric Party's views for finding a solution for the crises encountered by the nation at moment, which had been presented to the President of Republic. However, Fretilin continues to insist its power through legitimacy which Fretilin obtained from the elections for Constituent Assembly in 2001. Fretilin's concepts on general elections are like a fixed contract for five years. During five years people have elected them, therefore even though the Government kills people, being corrupt or destroys the nation is not a problem. The governing should continue within five years time.

All leaders of Democratic Party whom make me proud, you have crossed the sea from Oecussi and come here, you have crossed the mountains from Iliomar-up to Tilomar, Watucarbau and Lolotoe, and all districts as well as sub-districts throughout Timor-Leste. You came with big concerns that in Dili the security situation is not good, but you have very big courage, and I believe that you came with a thought and two expectations. Firstly, it is how we gather opinions in order to find new alternative solutions for the crises encountered by the nation and the latter, it is that Democratic Party will prepare itself well in order to participate in the upcoming general elections.

I express a very big respect to Dr. Rui Maria, Vice Prime Minister who really has a generous heart representing Prime Minister to come here, and be with us to share some thoughts on how the people can tackle these big crises. With the continuous respect and big consideration to the two Timorese sons (Rua Maria and Ramos-Horta), allow us to state that the people of Timor-Leste have no hope for the Cabinet that you lead since this cabinet continues to be full of those who were part of the conflicts causing the crises for the nation. Prime Minister and Vice Minister should double their efforts. Dr. Ramos Horta is no longer a Minister of Foreign Affairs. He is the Prime Minister who has the task to tackle the crises, and it is not the money from Kuwait which becomes the way for the solution [of the crises], and also it is not because of Timor-Leste's being not yet as an ASEAN member which made the crises exist.

The People of Timor-Leste need leaders who become the comfort, words which become as fresh water, and programs which can give them hope.

Democratic Party wishes to declare some of its positions on the Transitional Government as follows:

• The Transitional Government has no rights to sign treaties with other countries and also the Parliament which now has become part of the conflicts causing the crises, has lost its legitimacy to ratify treaties signed by Mari Alkatiri's administration;

• Fretilin and the administration which it created has lost credibility in the eyes of Timorese people, therefore Fretilin will no longer govern [the nation] next year;

• The Transitional Government should focus its activities mostly on how to solve the crises;

• The Transitional Government should work hard with multinational troops to disarm weapons which are still in the hands of civilians;

• Those who distributed weapons and committed crimes should be identified, and taken to the court;

• Meetings in all "bairros" [outskirts] in Dili should be promoted for dialog;

• Youths in Dili should participate as actors for stability.

We all are Timorese, and we hope that any burden should not be left behind for other fellows who will lead the nation next year.

All fellow companions, the life of the nation should go on. Democratic Party as a component of Timor-Leste should continue to exist like now it does in order to give all people hope that the nation of Timor-Leste will not follow the scenario wanted by Mari Alkatiri and his group.

As President, I hope that through this two-day meeting, Democratic Party will provide good alternative solutions [for the crises]. All the leaders of the party will also define the most priority of Democratic Party's activities much better, starting during the time of this meeting until general elections. All the leaders will define a definitive calendar for district level congresses for districts which have not done so, and also they will decide the date for national congress.

All leaders of Democratic Party should continue to show their responsibility, they should make efforts even harder so that the people of Timor-Leste will not lose hope for the independence which people had paid with their own lives. Please promise to one's self that this bad experience will not repeat again. Democratic Party is really an alternative, and Democratic Party is the hope of Timor-Leste.

Lastly, congratulations for all of you for your courage to come to Dili.

Excerpts from the Araujo indictment

The following are excerpts from the indictment read out by the

procesution in the trial of Fernando de Araujo, an East Timorese

student who went on trial in Jakarta on 16 March 1992, charged with

subversion. [As yet the full text of the indictment which runs into

about 150 pages is not yet available. The following excerpts are

taken from three pages received so far.]

9. On 28 October 1991, the accused, at his lodging, Jalan Sesetan

Gg Tamansari no 10, Denpasar, Bali, received a phone-call from

Constancio Pinto in Dili, at about 06.00 local time [all times

mentioned in the indictment are 'WITA' or Central Indonesian Time

which includes Bali] saying that at 00.30 local time, the 'intel'

[intelligence] opened fire at the Motael Church, Dili, resulting in

the death of two young East Timorese, and ordering him to pass this

information on to Donaciano Gomes in Lisbon, Alfredo Pareira in

Australia and to pass it on to the others;

At about 08.00 local time, the accused phoned a person named

Donaciano Gomes in Lisbon and thereafter phoned Alfredo Pareira in

Australia, in conformity with the order from Constancio Pinto and

for it to be passed on to the others.

At about 10.00 local time, the accused phoned Joao Freitas da

Camara in Jakarta informing him of the shooting at the Motael

Church Dili, and asking Joao Freitas da Camara in Jakarta to make

contact with Carmel Budiardjo in London;

All this being for the purposes of obtaining the sympathy of

the outside world that human rights violations had taken place in

East Timor.

10. That because the Portuguese Parliamentary Delegation had not

come on 4 November 1991, there was a meeting on 7 November 1991 at

the home of Francisco Branco attended by several members of the

Executive Committee, including Juvencio de Jesus Martins, Gregorio

da Cunha Saldanha, Fransisco Branco and Constancio Pinto, which was

chaired by Constancio Pinto, which drew up an instruction that

because the Portuguese Parliamentary Delegation would not be

coming, we should use the opportunity to have a demonstration on

the occasion of the visit of the UN human rights envoy whose visit

coincided with the Mass to commemorate the death of Sebastiao on 12

November 1991 when flowers would be placed on his grave in Santa

Cruz, and that at the time of this visit, there would be three

foreign journalists who would cover the procession of the Mass and

demonstration, for the purpose of being able to show the outside

world that East Timor has not yet been fully integrated and wants

to be free, while at the same time asking for support from other

countries to bring about a solution to the question of East Timor;

information regarding this was then passed on by Constancio Pinto

to the accused.

11. On 12 November 1991 at about 10.00 local time, the accused in

Denpasar Dili received a phone-call from Constancio Pinto in Dili

informing him that at about 09.30 local time, the army had carried

out a massacre as a large crowd of people were on their way from

Motael Church to the Santa Cruz cemetery to lay flowers on the

grave of Sebastiao, and Constancio Pinto issued an instruction that

a demonstration should take place in Jakarta;

At 13.00 local time, the accused phoned Joao Freitas da

Camara, leader of the Renetil branch in Jakarta informing him about

the incident in Dili, and the accused then instructed Joao Freitas

da Camara, among other things:

a. To tell the foreign press and foreign embassies in Jakarta

about this event and to inform ACFOA in Australia and Amnesty in

London;

b. To organise a demonstration in Jakarta;

c. To contact Renetil branches in Bandung, Semarang, Surabaya,

Jogjakarta and Malang, and that for the purposes of the

demonstration, each Renetil branch should sent five persons, with

as many as people as possible from Jakarta and Bandung;

d. That the demonstration should be held no later than 18

November at which there should be banners and a petition to the UN

office, the Japanese and Australian embassies in Jakarta, and that

this demonstration should be led and coordinated by Joao Freitas da

Camara....

4. That the accused as chair of Renetil and also as the

Clandestine Communication Centre to receive information about

developments in East Timor from Constancio Pinto or Xanana Gusmao

for dissemination abroad and for Renetil branches, or vice versa,

and to receive assistance in the form of cash and medicines from

abroad or from Dili to be used to promote the interests of the

Clandestine operation, for which purpose the accused established

contact by sending letters by relay to, or by telephone contact

with, Fretilin GPK [the regime's acronym which stands for 'security

disruptor gangs'] leaders, among others;

a. Ramos Horta and Alfredo Pareira in Australia as leaders of the

CN (National Convergence),

b. Abelio Araujo, Estarao Tabral and Luisa Teotonia in Lisbon

Portugal as leaders of the DEF (Fretilin External Committee);

c. Jose L. Guiteres in Macao;

d. Carmel Budiarjo and Geoff Robinson in London;

e. Xanana Gusmao as leader of the CNRM/Supreme commander of

GPK/Fretilin in East Timor;

f. Constancio Pinto as leader of the Executive Committee of the

Clandestine Front (CF) in East Timor.

Further, the accused received a special message from Xanana

Gusmao that "To resist is to win", the purpose being to preserve

the existence of the struggle to free East Timor from the Unitary

State of the Republic of Indonesia;

That in order to finance these clandestine operations, the

accused received financial assistance, among others:

Rp. 500,000 a month from Alfredo Pareira;

A$2,000 from Ramos Horta;

Rp. 500,000 from Constancio Pinto;

A monthly contribution of Rp. 5,000 from each member;

some of which was received directly by the accused and via the

intermediary of tourists whose identities are not known or through

the Bank Nasional Indonesia (BNI) 1946, Denpasar branch.
